Right click on the Global.asax file and select "Open With" and then select "XML (Text) Editor with Encoding (other editors may work as well, but this is what I use). It's quick & easy. The error is saying that it can't find your DLL in the ~/bin that is expected to be located in the root of the application directory (not virtual directory).
